GOVT INDUSTRIAL TRAINING INSTITUTE, BELAVADI(MYSURU-18), KARNATAKA

Scheme - COE

The Department of Employment and Training to implement the idea of “Public-Private Partnership model” as announced by the Union Finance Minister, in his budget speech 2004-05 so that the ITIs keep pace with the technological demands of the industry and with the expanding universe of knowledge. The objective of these efforts is to produce a world class work force in consultation with DGE&T, Ministry of Labour, which has launched a special scheme called “Centre of Excellence”. Accordingly, the Department has set up a Centre of Excellence in our ITI in the “Electronics Sector” w.e.f. August 2007. The scheme is supervised and managed by specially constituted by the committee called as “Institute Management Committee” headed by Industry representatives from the Electronics Sectors and other areas.

The new government policies on globalization and liberalization attracted lot of multi-national companies to start their units in India. Because of this, a stiff competition exists among multinational companies and Indian companies for increasing the quality and quantity of their products, and sells them in competitive prices. To achieve this task without increasing the manufacturing cost all the industries are forced to install the state of the art machines and multi skilled work force to operate and maintain these modern machines. To cater this demand of training multiskilled workers of higher competency, the government of India has selected some of the ITI’s throughout India for upgrading into Centre Of Excellence. In Karnataka 12 ITI’s are selected and implemented this CoE scheme in two phases. In 2007-2008 academic year, this ITI is selected for up gradation of existing institute into a “Centre of Excellence “in Electronics Sector to meet Industrial requirement of Skilled Electronics Technicians.

Salient Features and Objectives of the Scheme :

The objective is to upgrade the existing ITIs into “Centres of Excellences (CoEs)” for producing multi skilled workforce of world standard by:

  1. Introducing new multi-skill modular courses as per needs of industry.
  2. Improving physical infrastructure facilities like buildings, equipment etc.
  3. Adopting new training technology with close involvement of industry and other stakeholders in planning and implementation of training programmers.
  4. Empowering these Centers by providing sufficient autonomy in academic, administrative, financial and management dimensions.
  5. Building up partnership with the nearby industries & setting up of Institute Management Committees(IMCs) to make training wholly demand driven.
  6. Multi-entry and multi-exit flexible courses.
  7. Broad basic multi-skill courses on modular pattern instead of conventional trade related courses.
  8. Short term courses as per need of industry would be offered after the broad based training.

Structure of the courses :

The structure of the courses to be offered will be as follows:

  1. Broad based basic training in skill area for a period of one year.
  2. Training in advanced module course would be offered after the broad based training for the next 6 months. The trainee should select any one of the desired module.
  3. The trade testing for the first year broad based basic training as well as modular courses for the first 6 months during second year will be done at National level under the aegis of National Council for Vocational Training (NCVT).
  4. Specialized modular courses as per need of the local industry would be organized for the last phase of training for which the testing and certification will be done jointly by the State Government and Industry. These certificates shall be recognized by NCVT.
  5. Training on the factory shop floor should constitute at least 25-40% of the curriculum. Modalities for this purpose shall be worked out in consultations with the industry associations.
